On September 8, 2021, the China Federation of Machinery Industry organized and held the "National Conference on the Basic Industries and Modernization of the Industrial Chain of the Machinery Industry". The theme of the conference was to thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the "July 1st" important speech. In accordance with the requirements of the "14th Five-Year Plan" and the high-quality development of the machinery industry, the current situation of the industrial foundation and the development of the industrial chain in the machinery industry was analyzed, and exchanges on work were carried out. The tough battle for the modernization of the industrial chain has been continuously deepened to ensure a good start for the "14th Five-Year Plan" and to take solid steps in development.
The conference was held in the form of an on-site meeting combined with an online live broadcast. More than 100 people attended the on-site meeting, including Wang Ruixiang, President of the China Federation of Machinery Industry; Miao Changxing, First-Class Inspector of the First Department of Equipment Industry of the Ministry of Industry and Information Technology; leaders of the China Federation of Machinery Industry such as Xue Yiping, Chen Bin, Yu Qinggu, Yang Xuetong, Zhao Chi, Song Xiaogang, and Zhang Kelin; Party and government officials in charge of associations (schools) and public institutions in the Beijing system; heads of departments of the China Federation of Machinery Industry headquarters, People's Daily, Economic Daily, China Industry Daily, and industry news media reporters, etc. Heads of units in the system outside Beijing, heads of industry associations in various provinces (autonomous regions, municipalities directly under the Central Government), heads of member units and relevant enterprises participated in the online meeting.

Fight the Battle of "the Two Modernizations" to Promote High-Quality Development of the Industry
The construction machinery industry has earnestly implemented the decision-making and deployment of the Party Central Committee, seized the important period of development opportunities in China, scientifically grasped the new stage of development, thoroughly implemented the new development concept, accelerated the construction of a new development model, and actively carried out the arduous struggle for "upgrading the industrial foundation and modernizing the industrial chain", continuously improving the industrial competitiveness and the initiative of development. Through the joint efforts of the whole industry, certain achievements have been made in the upgrading of the industrial foundation and the modernization of the industrial chain. The main achievements, main practices and suggestions for the next step of "the two modernizations" in the industry are reported as follows:
I. Main Achievements
1.The industrial scale has witnessed rapid growth, the development quality has been significantly improved, and the global influence has been increasingly enhanced.
In 2020, the whole industry achieved an operating income of 775.1 billion yuan, an increase of 16% compared with 2019; the total profit was 59.1 billion yuan, an increase of 46.3% compared with 2019, both reaching record highs. The sales volume of 12 key construction machinery products under statistical monitoring throughout the year increased by 29.6%. From January to July 2021, the operating income of key affiliated enterprises of the association increased by 35.6% year-on-year, the total profit increased by 21.8%, and the sales volume of 12 products increased by 47.7%, with some reaching the highest level in history. The international market share has been steadily rising, and the export situation is good. A number of enterprises have entered the forefront of the global construction machinery industry.
2.The modernization level of the industrial chain has been steadily improved, and the equipment support capacity of construction machinery has been continuously enhanced.
The industrial concentration has been steadily improved, breakthroughs have been made in the application of modern technologies, and the coordinated development of the industrial chain has been achieved. Many enterprises have accelerated the application of industrial basic technologies such as control technology, electro-hydraulic technology, computer technology, and communication technology in research and development. A number of enterprises have auxiliary operation, unmanned driving, condition management, fleet management, safety protection, special operation, remote control, intelligent construction machinery fault diagnosis with functions such as life cycle management, which have been applied in practice in manufacturing, monitoring, maintenance, inspection, safety protection and management, and remote operation management.
